- Primero. DEJAR SIN EFECTOS el auto del cuatro (4) de junio de dos mil quince (2015) proferido por la Sala Civil del Tribunal Superior de Popayán, mediante el cual se declaró incompetente para conocer la acción de tutela presentada por Mesías Augusto Palechor Oime contra el Establecimiento Carcelario y Penitenciario San Isidro de Popayán, el Ministerio de Justicia y del Derecho, la Defensoría del Pueblo del Cauca y el Consejo Regional Indígena del Cauca.
- Segundo. REMITIR el expediente a la Sala Civil del Tribunal Superior de Popayán, para que de forma inmediata tramite en primera instancia la acción de tutela mencionada en el numeral anterior.
- Tercero. Por Secretaría General, COMUNICAR a las partes y al Juzgado
